The objective of this peer-learning event was to support the five Western Balkan economies that were to commence the implementation of the Youth Guarantee (YG) for the first time in assessing their preparedness to move to Stage 3 (Pilot phase). As reiterated throughout the process leading to the formulation of the YGIPs, the first set of milestone relates to the reform of the organizational and functional structure of the public employment service (PES). These reforms are a pre-condition to enable the functioning of the YG service delivery system (registration, preparation services, quality offers). These are accompanied by the process of setting up of the YG monitoring system.
