The peer to peer learning event was dedicated to the detailed analysis of the Youth Guarantee (YG) indicators framework developed by EMCO (aggregate indicators and youth guarantee service delivery system). Participants could identify the indicators that can already be produced and lay out the steps to be undertaken in order to incrementally be able to produce all the indicators recommended in the EMCO framework for monitoring the YG. The second day focused on how to carry out monitoring of the planned reforms and initiatives included in the Youth Guarantee Implementation Plans and structure the relevant information for the preparation and submission of periodic reports.
The event built upon existing technical guidance tools for YG monitoring and reporting developed by the ILO to support EU Member States and North Macedonia. The experience of North Macedonia featured across all sessions with the view of guiding participants in the identification of key challenges related to monitoring and reporting and some good practices.
One of the objectives of the event was for YG Coordinators to assign clear responsibilities and establish modalities for data collection and preparation of the annual reports to be submitted to the European Commission.
