Peer-learning event on the performance monitoring of the Youth Guarantee

The objective of this peer learning event is to offer advice and guidance to the Western Balkans
economies that are currently piloting the YG service delivery system. The focus is on the
aggregation and analysis of YG monitoring data, and using the EMCO tables to understand how the
piloting is progressing and what additional support measures should be introduced in order to
improve on key aspects of the YG (registration, preparation services quality of offers, follow-up).
More specifically, the peer learning will review the definitions of entries, stock, positive and negative
exits and the calculation of main and supplementary EMCO indicators. Additionally, the event will
introduce some additional considerations on the importance of quality offers, particularly in the
context of prevalence of seasonal work in certain geographic areas and during certain times of the
year.

The event will build on existing technical guidance tools for YG performance monitoring developed
by the ILO to support EU Member States and North Macedonia. It will focus on actual YG
performance monitoring data generated in participating WB economies from the beginning of the
pilot and until the end of the first semester of 2025.

By the end of the peer learning event, participants will be able to apply:
• Enhanced understanding of key EMCO indicators, definitions and measurement;
• Improved accuracy in the collection, aggregation and analysis of YG performance
monitoring data;
• Additional competence in ensuring compliance with EMCO rules and standards; and
• Better insights into YG performance, quality of offers, and potential corrective measures,
based on preliminary monitoring data.
